Abstract: Course goal is the formation of knowledge on the budget system and its construction: in theoretical terms to form knowledge in Public and Local finances; in terms of application - lay the basic knowledge on budget cycle and budget indicators assessment. The course aim is to provide students with the tools, and the skills to use these tools, to understand the underlying concepts and practical tradeoffs entailed in the methods and sources of government revenue and forms of government expenditure, deficit funding; to see into terms of local and public debt.
